TQM is a set of management practices throughout the organization, geared to ensure the organization consistently meets or exceeds customer requirements. TQM places strong focus on process measurement and controls as means of continuous improvement.

To me total quality management would be quality production and most important quality service at all times.

The second link is quite interesting.

I have worked in management and our motto has always been TQM, Satisfied employees equal quality production and quality service which leads to satisfied costumers and satisfied YOU.
